commissioner moore has pointed out in past meetings beginning to happen on market street and also on california, on the c-3 areas whereas before, it seems like companies that were in those, especially in the downtown seem to have, i don't know how to put it, more respect or whatever for the type of signage they were putting up, but now we have, you know, other companies that are coming in who seem to think they can put signs everywhere on the exterior so i think it's becoming more of an issue and if we can't directly address it this afternoon, then i think we need to start a process in looking at what's currently in the code. with that said, can we also then -- the city attorney isn't here, but the neighborhood association has asked for two conditions, one, the signage thing which we're saying we'd be glad to have it come back and look at it but we can't do anything about it which is the same thing that happened with verizon that ticked everybody off in the neighborhood because we had thought that part of the sign which i think got bigger was supposed to be within the dimension that was clearly

achievement is our goal in this strategic plan and we are going to talk california standards based test results. this is a standard based test, and it measures grade proficiency and in the grade level in which you are. the test is administered from grades two through 11, and in san francisco school district approximately 40,000 students have taken this test in the last five years, each year 40,000 get tested. this year just over 37,000 students took the test and we will present the results in three ways. once is strength and we look at the results over five years. the second way we look at the same results is movement. movement is the same group of students that test for two years. how have they moved on the test in terms of their proficiency status? and the third is acceleration. acceleration is primarily done for a school where we look at students within the school and compare their movement to similar students in the district. okay. if we had the state's data we could have done acceleration for the district. so the first test is in english language arts and we're going to be looking

because it's now that we're the only city in the state of california that has a payroll tax, literally a tax on job-creation. it doesn't make sense. so i'm happy to report that we at last are reforming our business tax structure to stop taxing jobs. and help companies large and small to stay here, to grow here, and to continue starting here as well. we need to protect existing jobs and we need to spur job-creation. our consensus measure, which is by the way proposition e on the ballot this year will generate new revenue for housing, economic development and critical infrastructure like muni and roads and, in fact, it received 100% agreement with the board of supervisors. and because of growing and vibrant economy requires growing and diverse supply of new housing, we have also agreed on a housing trust fund, creating a permanent source of revenue to fund the production of housing in san francisco. it will ensure our city continues to be a viable place for everyone to live at every different economic spectrum. i remain committed to stabilizing and increasing middle to low-income housing
